100%. You can register them in KS and MO as kit cars. Several other states, too.

and if im not mistaken, your back up lights only have to work if they are there. so if there is a light that is there for that, and its burned out, no pass.

Took me a second, too. I had to zoom on the original photo. Not sure about the reverse lights, though. I couldn’t see anything for those.
